如果说一个人在过去某个时刻死亡 （点时间，用瞬间动词）可以这么说。
The old man died in 2005. 那个老人在2005年去世。
如果想表达一个人死亡多长时间了（一段时间，用延续性动词）可以这样说
The old man has been dead for four years. (这里的dead不是过去分词，是个形容词)
这个老人已经去世四年了。
第一句里的瞬间动词died 不能用于第二句，第二句只能用be dead
来取代died。

being carried out 是不是这样理解：因为有介词from要用ing形式在加上plan要用被动语态变为被执行
