一、词义不同

2、on hand 在手头；在近处；现有。强调在手头、已经准备好的。
3、at hand 在手边，在附近，即将来临。强调在附近，随时可用的。

二、用法不同
1、in hand 通常用于表示在手中，在掌握中，强调手中掌控的物或事，随时可用、随时可做。介词短语可以作宾语补足语，或定语等。
